The portrait of Education and Labor Committee Chairman Carl Perkins was painted a decade after his death. Perkins stands in his office, before a bookcase, an American flag, and the Kentucky state flag. Posthumous portraits are not uncommon in the House’s art collection, especially when a committee Chairman died in office, as in this case.
