Chairman Gerald Solomon’s Rules Committee portrait was unveiled on February 10, 1999, just after his January retirement. The smiling chairman is shown half-length, leaning on the marble fireplace mantel in the office adjacent to the committee’s Capitol hearing room. The Library of Congress’s grand Jefferson Building is visible through the window behind him.
