The artist who painted Chairman Staggers’ portrait signed someone else’s name on the canvas. As court documents later show, Irving Resnikoff, a New York artist whose commissions were solicited by entrepreneur Leo Fox, painted many works signed with “Charles J. Fox,” the name under which Leo fox operated. Resnikoff trained in St. Petersburg before emigrating from Russia in 1923. He worked from photographs and never met Staggers, Chairman of the Interstate and Foreign Commerce Committee, or the other government and business figures he painted.
