When Interior and Insular Affairs Committee Chairman James Haley retired in 1976, he marked the occasion with a portrait by artist Thornton Utz. It shows both the Capitol’s dome and the palm trees of Haley's district in Sarasota, Florida. Utz studied at Chicago’s American Academy of Art and came to portraiture after a career in magazine art. His affinity for the foibles of 1950s suburbia resulted in more than 50 gently-mocking covers for the Saturday Evening Post.
