Joe Evins was the Chairman of the Small Business Committee when it achieved full Standing Committee status in 1974. He celebrated by adding three portraits of former chairmen that matched his 1968 portrait in style, size, and framing. He even had the same artist, Lloyd Embry, create the three new images. This slightly older painting was the most successful of the group. It depicts Evins as a man of seriousness, standing against an abstract background and leaning very slightly toward the viewer.
