When the Small Business Committee commissioned four chairman portraits from Washington artist Lloyd Embry, two of them were original works, while the other pair were tinted photographs. One was this image of William Hill, who chaired the committee in the 1950s. Embry’s loose brushwork is evident in the handling of the suit coat’s sleeves and in the abstract background. The subject holds a roll of papers in his hand, the only indication of his status as a statesman.
