Howard Chandler Christy, best known today for his World War I recruiting posters and saucy “Christy Girl” pinups, was also an accomplished portraitist. He was fresh from the triumph of the installation of his Signing of the Constitution in the House wing of the Capitol when he undertook this portrait of Banking and Currency Committee Chairman Henry Steagall, painted in his characteristically loose, flowing style.
