Foreign Affairs Committee Chairman James Richards had only recently retired from Congress when his portrait was painted by Charles Clement Tucker. A fellow South Carolinian, Tucker studied at the Art Students League in New York City in the 1930s. The artist recalled Richards joking at the start of his first sitting, “Mr. Tucker, don’t make me look like I was on a convention away from my wife.” Tucker responded with a portrait that is formal but not entirely forbidding.
