In 1928, seven years after the death of Foreign Affairs Committee Chairman Henry Flood, his widow returned to the committee hearing room to present a portrait of her husband. She was accompanied by her children and Flood’s nephew and namesake, Virginia Governor Harry Flood Byrd. Representative R. Walton Moore of Virginia accepted the portrait on behalf of the institution. The artist, Marion Hartman, was best known for her watercolor miniatures; her stippled brushwork in this painting reflects that training.
