When Chairman Robert Giaimo chose an artist for his Budget Committee portrait, he did not need to look far. Peter Philippse, also a Connecticut resident, had painted a posthumous portrait of Giaimo’s father years before. Born in New York, Phillippse studied at Cooper Union and the Art Students League in New York and at the Royal Academy of Fine Arts, Munich. He ultimately settled in Shelton, Connecticut.
