The portrait of Appropriations Committee Chairman James P. Buchanan places him at a desk covered with books and papers. Unusually for a Member of the House, he sits in a chair historically associated with the Senate, which he is known to have used in his Capitol office. The artist, Seymour Stone, painted this work almost a decade after Buchanan’s death, perhaps from a photograph. Stone was born in Navahrudak, Belarus (then Russia), in 1877, studied under Jules Joseph Lefebvre at the Académie Julién, and also attended the Art Students League of New York and the School of the Art Institute of Chicago.
