The portrait of Appropriations Committee Chairman Mahon is signed by the popular artist “C. J. Fox.” However, C. J. Fox did not exist. As court documents later showed, it was the pseudonym of businessman Leo Fox, who solicited important commissions for decades under the name Charles J. Fox. In fact, Fox paid New York artist Irving Resnikoff to paint them. Trained in St. Petersburg, Resnikoff left his native Russia in 1923 and began a career as a portrait artist, in association with Fox. He never met any of the dozens of leading figures in government and business he portrayed. All the portraits were made from photographs.
