Electronic voting began in the House in 1973, but a backup system remains in place into the 21st century. Members who forget their voting cards for the electronic voting system or want to change their vote in the last 5 minutes of a 15-minute vote can use well cards, so-called for their availability in the “well” of the House Chamber, to cast their votes. Members fill out a green “Aye” or red “No” card, and hand them to Clerk of the House’s staff on the rostrum to include in the final vote tally.
