Object Details

Three staff members of the House—Democratic Pair Clerk Tom Iorio, Doorkeeper James T. Molloy, and Chief Reporter of Debates Edna C. Moyer—were photographed on the rostrum during a Joint Session. Pair clerks helped match an absentee Member who wanted to cast a “yea” vote with another who wanted to cast a “nay” vote. The practice of pairing House Floor votes ended, for the most part, in 1999.
