Congressional vehicle tags were strips of tin with numbers issued according to seniority. They were known as H-plates for the letter denoting that a House Member used it. By the time this tag was issued in 1963, H-plates also allowed Members to use House parking lots, and, starting later in the 1960s, the vast Rayburn House Office Building garage.
