A photographer snapped Mary Norton as part of “a pictorial review of our legislating ladies.” The Fair Labor Standards Act, Norton’s most significant legislative achievement, prohibited child labor and set a 40-hour work week. The bill was signed into law by President Franklin Delano Roosevelt, whose photograph had a prominent place on the Congresswoman’s desk.
