A few months before this photograph of youthful House Parliamentarian Lewis Deschler was taken, a man pulled a gun in the House Gallery, and Members fled the chamber. Deschler, a stickler for rules, stayed put, and reportedly tried to stop the presiding officer from running away, exclaiming, “You can’t leave—you’re presiding!”
