Taken from the roof of the brand-new Rayburn House Office Building, this photograph shows the tunnel to the Capitol under construction. The Senate installed a subway train between its first office building and the Capitol more than 50 years earlier, but the more frugal House opted to save money and have Members traverse tunnels on foot. But by the 1960s, the benefits were clear, and with the Rayburn subway, Members finally had the ability to hop on a train when the legislative signal bells rang and zoom to the Capitol just in time to vote.
