This photograph includes the scratched-in words “New Seats in House of Representatives.” Not only were the seats new, the notion of seats without desks in the Chamber was, too. By 1913, the House had so many Members that individual desks and chairs became impractical. When the new Congress convened that April, these auditorium-style seats, none of them assigned to anyone, had replaced the desks.
