These two banner ribbons decorated a wreath laid by Congressmen Steny Hoyer and Roy Blunt during a memorial tribute to civil rights icon Rosa Parks. Parks lay in honor in the Capitol Rotunda on October 30 and 31, 2005—the first woman granted that tribute.
