Congressman Bill Natcher served more than 40 years in the House and made a record 18,401 consecutive votes. In recognition of his long serivce, Natcher received the Presidential Citizen’s Award—the second highest award given to civilians—from President Bill Clinton in 1994. The citation read, “Few legislators in our history have honored their responsibilities with greater fealty or shunned the temptation of power with greater certainty.”
