Brigadier General Charles Martin served 40 years in the military, fighting in the Spanish-American War and World War I, before entering politics. He served two terms in the House of Representatives in the 1930s, and went on to become Oregon’s governor. Tinted photographs like this were a popular, lower-cost alternative to oil paintings for commemorating political leaders in the first half of the 20th century.
