The House’s Press Gallery is one of the busiest parts of the Capitol. Press Gallery passes, even for special events, are more workaday in appearance than elaborate Visitors’ Gallery tickets. Reporters jammed into the press gallery above the rostrum during major events, so numbered passes helped regulate the journalistic crowd. This pass, for example, dates from the 2003 State of the Union address to a Joint Session of Congress.
