Charles Hoover painted this portrait to mark John McMillan’s service as chairman of the District of Columbia Committee. “Johnny Mac,” as he was known in his South Carolina district, ran the committee with an iron hand for more than two decades, opposing self-government for Washington in aspects that ran the gamut from citywide budgets to individual license plates. Hoover’s portrait portrayed McMillan in 1966, just before the House wrested control of a limited self-governance measure from him, a mark of changing times and the reach of the civil rights movement in a majority-Black city.
