Representative Tom Steed was a 16-year veteran of the House when the Rayburn House Office Building opened in 1965. His seniority earned him a prime suite on the fourth floor of the new structure. The grass is always greener on the other side of the hallway, however. Four years later, Steed moved to an even more enviable office nearby.
