In the early 21st century, the House slowly found a balance between telephones, which were not allowed on the House Floor, and the increasingly ubiquitous electronic devices that function as phones and mobile email devices. Before House Rules changed to allow some use of smartphones on the floor, the Sergeant at Arms could hand this card to a Member to discreetly enforce the ban.
