Metal tabs like this one, punched from a large sheet of tin, were a cheap, disposable promotion within the reach of most organizations from the 1920s to the 1970s. After that impressive stretch of market dominance, they found themselves sidelined by long rolls of stickers that were even easier to attach to clothes, cars, and windows.
