Electronic voting came to the House in 1973, but a backup system remains in place into the 21st century. In the event that Members forget their voting cards for the electronic voting system, they can use paper cards to cast a vote. Members fill out green “Yes” or red “No” cards, and hand them to Clerk of the House staff on the rostrum. These votes are included in the final vote tally.
