Alney E. Chaffee practiced reading through President Franklin D. Roosevelt’s message to Congress in 1938. As a reading clerk, Chaffee read bills, motions, amendments, resolutions, and presidential messages on the House Floor. Reading clerks also called the roll of Members before the electronic voting system was added in 1973.
