In 1940, Representatives crossed the street to the Longworth House Office Building, and conducted business in the Ways and Means Committee hearing room. While Speaker Sam Rayburn gaveled the House into session, surrounded by all the usual necessities—the Parliamentarian, the mace, and flag—workers in the Capitol reinforced the House’s chamber ceiling with scaffolding that would remain until the work began on the new roof nine years later.
