This 1885 image captured how busy Washington was in the winter months that year. On the snowy streets, carriages returned Representatives from dinner parties to evening votes at the Capitol. That session, Congress replaced Alaska’s military rule with a civil territorial government, passed the Second Chinese Exclusion Act, stiffened the penalties for violating immigration policy, established bureaus of labor and of animal industry, and modified tariff rates to encourage American shipbuilding.
