From a Congressman to a future colleague, this pass was issued by Tony Coelho to his fellow Californian and eventual Representative Jim Rogan. Rogan was a deputy district attorney in Los Angeles when he visited the galleries of the House Chamber. For his part, Coelho was beginning his tenure as Democratic Whip, a leadership position he won in the first party election for that post.
