Judiciary Chairman Andrew Volstead introduced legislation to ban the production and distribution of alcoholic drinks in 1919. The National Prohibition Act, commonly known as the Volstead Act, remained in effect until the passage of the 21st Amendment, which repealed Prohibition in 1933.
