Albert Johnson, a Representative from Washington State, edited newspapers before serving in Congress. Johnson chaired the House Immigration and Naturalization Committee from the 66th Congress to the 71st Congress, and he used his position on the committee to attempt to limit Japanese immigration to the United States.
