The House of Representatives met to hear the Reading Clerk deliver President Franklin D. Roosevelt’s message during the opening of a special session in November 1937. The President emphasized that the solution to the nation’s economic troubles during the Depression was “a cordial and confident cooperation not only between government and every kind of citizen—but also between every kind of citizen and his government.”
