In 1928 a U.S. naval commander, George Calver, began his photo collection when he was sent to Washington to watch over the health of Congressmen during an influenza scare. He received this autographed photo from the departing Hawaiian Islands Delegate, Victor Houston, in 1932. The politician added a friendly note to the doctor, addressing their common Navy service, “with aloha and best wishes from his shipmate in the U.S. Congress.”
