“Wet,” or anti-Prohibition, Representatives formed a voting bloc in the House in the 1920s. First calling themselves the Committee on Modification of the Volstead Act, they changed their name to the Committee in Opposition to National Prohibition in December 1930. Led by Charles Linthicum of Maryland, standing second from right, the working group reported a membership of 70, including Congresswomen Florence Kahn and Mary Norton.
