In 1933, a delegation from the Philippines posed outside the White House. Congress had set conditions for insular sovereignty in an independence bill passed that January. The seven Filipino statesmen, including five former, current, and future Resident Commissioners, had just met with President Franklin Roosevelt about the requirements, and were headed back home, where debate over the bill divided them into opposing factions.
