Joaquin Elizade was sworn in as Philippine Resident Commissioner in 1938, but the timing of his service during World War II dictated that his office became a de facto Philippine embassy. Widely admired for both his diplomatic skill and his lack of pretense, colleague Representative Estes Kefauver said Elizade was “as plain as an old shoe and... a real friend to his people.” Also pictured are Secretary of War Harry Woodring (left) and Frank Hoadley, assistant chief clerk of the War Department (right).
