The Capitol was one of the “Sights & Scenes of the World” trade cards that Pan Handle Scrap tobacco packets offered in 1911. "Scrap," or loose leaf, tobacco was packaged with relatively low-quality cards like this one. It took a lot of chew to collect all 50 sights, and like bubblegum cards of a later era, one never knew whether the next pack would have the Capitol, the pyramids, or some other monument.
