In the aftermath of the Civil War, Southern states were slowly re-admitted to the Union, and their Representatives to Congress. This cartoon lambastes South Carolina’s messy post-war process. Its racist state constitution and restrictive Black Codes were reviled in the House (here represented by Clerk Benjamin French). South Carolina, and many other former Confederate states, saw their entire delegations denied seats in the House.
