Henry Waxman, chairman of the Committee on Oversight and Government Reform, marked his service with a portrait set in his Rayburn House Office Building suite, with its enviable view of the Capitol’s stately dome. The glimpse of interior space, by contrast, is more workaday: binder clips, accordion files, well-thumbed books, and piles of paper denoted the unglamorous but essential side of committee work.
