Sharp-witted and popular, Congresswoman Clare Boothe Luce took the podium as the keynote speaker at the 1944 Republican National Convention. Her ability to turn phrases aimed at Democratic President Franklin Roosevelt showed to advantage in her address, in which she charged that Roosevelt’s foreign policy was turning the nation into “a dictatorial bumbledom.”
