Florence Gibbs of Georgia came to Congress through what was known as the “widow’s mandate.” Local political leaders often asked the widow of a Member to run in the special election to fill his seat. Sometimes the newly minted Congresswomen became influential legislators with long careers. Florence Gibbs, however, served just three months, having made it clear she would not run for re-election.
