After the 1944 death of her husband, South Carolina Representative Hampton Fulmer, Willa Fulmer agreed to fill his seat. She won a special election on November 7, and was sworn in on November 16. In the rush to fill the seat, Fulmer’s election credentials had not yet arrived at the time of her swearing-in. Special permission was required to complete the ceremony.
