In 1933, Representatives Boylan, Berlin, Delaney, and Fernandez had their first taste of legal beer since 1920. During Prohibition, the Volstead Act defined intoxicating beverages as those containing at least 0.5% alcohol by volume. But in 1933, Congress legalized beer and wine with 3.2% alcohol. As the title of this photograph triumphantly states, “Congressmen get their beer at last.”
