Californian Craig Hosmer sent this postcard in 1968 to remind constituents of his accomplishments. The caption under the photo of Hosmer—“Guardian of California Water Rights”—refers to his successful push for legislation authorizing development of the Colorado River Basin. This guaranteed California a share of the water supply, alleviating some of the area’s perennial water shortages. Changes in districting, which lowered the number of registered Republicans in the district, probably inspired the emphasis on Hosmer’s work on behalf of “ALL the People, regardless of party affiliation.”
