At the end of his third term, Lewis W. Douglas left Congress to become Director of the Budget Bureau under President Franklin D. Roosevelt. Colleagues considered the Arizona Representative an excellent choice to balance the budget. One banker proclaimed that he “knows how to pare expenses, and is fearless.” Douglas illustrated both his thriftiness and his fortitude by biking through Washington, D.C., streets to the Capitol daily.
