At a glance, the choice of image for this campaign postcard seems unusual. But for John Rooney, this glare from the dais was a characteristic look. He chaired the Appropriations Subcommittee for the Departments of State, Justice and the Judiciary and was “often blunt in his language and demanding in his questions during hearings,” the better to “gleefully mock” State Department programs he considered frivolous.
