Beginning in the 19th century, visitors could enlist the services of a tour guide at the Capitol. Britton Hughes, shown at work here in 1932, was among the guides that wore their own clothing and charged each person for the privilege of a knowledgeable escort around the building. It was not until 1970 that the Capitol Guide Service—staffed with highly-trained government employees—took over the touring duties.
